A report by the International Federation for Human Rights, Truth Hounds, and the Kazakhstan International Bureau for Human Rights estimates that up to 8,000 Latin Americans are fighting in the Russian army against Ukraine. This report is the first comprehensive account of Russia's recruitment in Latin America, revealing a human-trafficking system that exploits economic vulnerabilities. The report, presented in Kyiv, is based on interviews and open-source research. It identifies recruits from Central Asia, South Asia, Africa, and Latin America. The estimates exclude North Korean fighters. Ukrainian intelligence has documented that over 5,000 recruited foreigners have been killed in operations. Cuba is the most documented Latin American country in this context.
