Human rights organization Jamaicans for Justice (JFJ) has expressed grave concern regarding the fatal shooting of Latoya Bulgin in Granville, St. James, by a member of the Jamaica Constabulary Force. The organization is questioning the use of force in the incident and the subsequent handling of the crime scene. JFJ reviewed videos and CCTV footage of the event, finding the details deeply concerning. They emphasized that force should only be used as a last resort, proportional to the threat faced, and in accordance with the 'PLAN' principles. The group also criticized the way Bulgin's body was handled after the shooting, stating it fell short of the JCF's own Use of Force Policy. This policy requires proper scene management and preservation of evidence. JFJ noted that the incident highlights a pattern of discrepancies between initial accounts and evidence from independent footage. They pointed out that 130 civilians were shot and killed by security forces in 2026 so far, with a significant number of fatal shootings in May alone. JFJ welcomed the JCF's acquisition of body-worn cameras as a step toward transparency but raised concerns about deployment criteria. The organization stresses the importance of these cameras for accountability and public confidence.
