KINGSTON, Jamaica — Anthony Hylton, the Opposition Spokesman on Trade, Industry, and Global Logistics, has revealed the Opposition's strategy for economic growth, focusing on micro, small, and medium-sized enterprises (MSMEs). Speaking during the Sectoral Debate in the House of Representatives on Tuesday, Hylton stated that the Opposition believes Jamaica's future development must prioritize practical and achievable initiatives that yield visible benefits while establishing a foundation for long-term transformation. He emphasized that unlocking the productive power of Jamaica’s MSMEs is central to this vision. Hylton argued that MSMEs, which bear a significant portion of the employment and innovation burden, cannot continue to operate at the margins of the economy. He highlighted that in successful economies, MSME growth is supported by integrated ecosystems that cohesively combine financing, logistics, digital platforms, technical support, and market access. Therefore, the Opposition supports creating a National MSME Growth and Export Programme. This program would offer low-interest production-linked financing, shared manufacturing and agro-processing facilities, and embedded support for packaging, standards certification, digital commerce, and export readiness. Hylton also mentioned the need to repurpose national infrastructure to support entrepreneurship and production. He cited the transformation of the Postal Corporation of Jamaica into a National SME Incubator and E-Commerce

Platform as a powerful example. He suggested that post offices should evolve beyond traditional mail facilities to become digital business hubs, export gateways, fulfillment centers, and logistical support systems, serving entrepreneurs across Jamaica. He told Parliament that partnering with the private sector could significantly reduce the barriers small businesses face, such as the lack of affordable access to logistics, payment systems, technology, and market connectivity. Hylton also stated that the Jamaica Business Development Corporation must move beyond administration and become a market-maker. This would involve securing international retail partnerships, expanding ‘Things Jamaican’ globally, and assisting local businesses in accessing blended financing opportunities. He insisted that real prosperity would come from empowering thousands of Jamaicans to produce, innovate, scale, and export, rather than relying solely on a few large firms. Hylton also pointed out Jamaica’s geographic advantage, but stated that it is not enough on its own. He stressed the importance of developing logistics parks linked to ports, highways, airports, and industrial zones to attract manufacturing, assembly, warehousing, and distribution operations. He added that Special Economic Zones must become engines of broad-based growth, not isolated enclaves. Every logistics investment should create opportunities for Jamaican suppliers, truckers, technicians, contractors, and workers. He advocated for modernizing logistics governance, stating that the Port Community System (PCS) under the Logistics Hub framework must be more than a data sandbox. It must function as a coordinating mechanism, unifying customs, shipping lines, freight forwarders, truckers, warehouses, terminal operators, and regulators into a single, accountable system. Hylton also warned that workforce readiness and human capital development are essential for the transformation's success. He also said that growth must uplift communities and not bypass them. He expressed support for a Community Enterprise Link Programme to ensure that major industrial and logistics developments create opportunities for surrounding communities through local sourcing, supplier development, access to procurement, mentorship, and community investment.
