Brown-Burke admitted she grabbed the mace out of frustration during a debate on the National Reconstruction and Resilience Authority (NaRRA) Bill, which was later passed without Opposition support. Holness stated her remarks were to emphasize the standards by which Parliament must conduct itself. She highlighted that the rules are in place to protect every member, including those in the minority. Holness emphasized that order is essential for democracy within the House and in everyday life.
