Jamaica Targeted: IACHR Raises Concerns Over Criminalization of Same-Sex Relationships

The Inter American Commission on Human Rights (IACHR) has expressed concern that Jamaica continues to criminalize same-sex relationships. The IACHR stated in its 2025 annual report that Jamaica remains one of only five states in the American region that maintains laws criminalizing same-sex relationships. The IACHR also noted Jamaica's implementation of the Disabilities Act. The commission is concerned about challenges related to detention conditions and the lack of a facility for people with psychosocial disabilities. The commission noted the lack of progress with removing the death penalty from the books. The IACHR said it has taken note of the state’s advancement in achieving constitutional reform and a reduction in homicides. The IACHR noted the launch of a legal information portal and an initiative to establish a shelter for boys who are victims of human trafficking. The IACHR noted a notable increase in police-related fatalities. The commission said there was a 43 per cent decrease in homicides during the period January 1 to December 20, last year. The commission continues to monitor Jamaica’s use of states of public emergency (SoE). The IACHR noted with concern the Special Investigative Report on Planned Police Operations which highlighted a notable 591 per cent increase in police-related fatalities.
