The controversial National Reconstruction and Resilience Authority (NaRRA) Bill was passed in the Senate at 8:14 pm Friday after a session lasting approximately 10 hours. The Bill, which was piloted by Senator Dr Dana Morris Dixon, now awaits the governor general’s signature before becoming law. NaRRA is the government body established to lead reconstruction efforts following Hurricane Melissa, which caused an estimated US$12.2 billion in damage. It will manage nearly J$1 trillion in funds and implement legacy and strategic projects. The parliamentary Opposition, civil society, and church groups have voiced concerns over a perceived lack of oversight and accountability in the Bill. All amendments proposed by Opposition senators were rejected. Opposition Senator Lambert Brown suggested that aspects of the legislation might be challenged in court. Government Senator Abka Fitz-Henley defended the NaRRA Bill, outlining accountability mechanisms including oversight by the Auditor General, committees of Parliament, and an independent oversight committee.
