Negotiations between Hamas and the Board of Peace executive council have reached an impasse. Hamas is refusing to disarm, halting progress on the ceasefire deal, according to KAN News. Talks between Nickolay Mladenov and the Hamas delegation, led by Khalil al-Hayya, are stalled due to Hamas's demands regarding disarmament. The terrorist organization insists on disarming only after the full implementation of phase one of the agreement, which includes Israel's withdrawal from Gaza and guarantees for an independent Palestinian state. Israel has informed Mladenov that it will not withdraw beyond the Gaza border. A security source stated that the IDF may return to fighting in Gaza if Hamas does not disarm. Hamas's proposal also included stipulations regarding which weapons would be considered for disarmament. Earlier, Israel's security cabinet discussed the possibility of renewed fighting in Gaza. Israel seeks concrete steps towards Hamas's disarmament and the establishment of a new technocratic government.
